Strategies and policy measures at National level to ensure Inclusive Mobility of students with disabilities
Order of the Minister of Education and Science of the Republic of Kazakhstan dated January 4, 2019 No. 1 “Rules for the direction of study abroad, including in the framework of academic mobility”: when selecting applicants for study abroad, people with disabilities from childhood and children with disabilities have an advantage, who, according to a medical certificate, are not contraindicated in the relevant foreign education organizations.

Students with disabilities have the pre-emptive right to participate in the external outgoing academic mobility program at the expense of the state.
Order of the Minister of Education and Science of the Republic of Kazakhstan "On approval of the Rules of directing for study abroad, including student mobility" is posted on the website of the ENIC-Kazakhstan and on the information & legal system of regulatory legal acts of the Republic of Kazakhstan.
In clause 17 of this order, the rule reads as follows:
When selecting applicants for study abroad within the framework of international treaties/agreements with equal points, the priority is given (in the following sequence):
1) orphans and children left without parental care;
2) persons with disabilities since childhood and disabled children who, according to the medical report, are not contraindicated in education in the relevant foreign education institutions, who have submitted a medical certificate (for those traveling abroad) in the form No. 082 / y, approved by order of the Acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 (registered in the Register of State Registration of Normative Legal Acts No. 6697);
3) children from large families;
4) applicants who have an invitation from foreign HEIs, as well as studying at foreign HEIs.

“Persons (children) with special educational needs are persons who experience permanent or temporary difficulties in obtaining education due to health, who need special, general educational curricula and educational programs of further education.”
National procedures and conditions to be recognised as a student with fewer opportunities and to apply for reasonable adjustments
1. Law of the Republic of Kazakhstan on Education:
“The state, realizing the goals of inclusive education, provides special conditions for citizens with disabilities to receive education, correct developmental disabilities and social adaptation at all levels of education”.
"State compulsory education standards are developed taking into account inclusive education".
“The state fully or partially compensates for the costs of maintaining citizens of the Republic of Kazakhstan in need of social assistance during their education. The category of citizens of the Republic of Kazakhstan who receive social assistance include: 2) children with disabilities in development, people with disabilities and people with disabilities from childhood, children with disabilities”.
2. Decree of the Government of the Republic of Kazakhstan dated 12.05.2016 No. 288 "On the approval of the size of the admission quota for admission to study at education institutions implementing educational programs of technical, vocational, post-secondary and higher education": citizens from among persons with disabilities of groups I, II, disabled from childhood, children disabled people.
3. Decree of the Government of the Republic of Kazakhstan dated February 7, 2008 No. 116 “On approval of the Rules for the designation, payment and amount of state scholarships for students in education institutions”: the right to receive increased state scholarships for the visually impaired, hearing, orphans and children left without parental care under guardianship.
4. Order of the Minister of Education and Science of the Republic of Kazakhstan dated January 22, 2016 No. 66 “Rules for the allocation of places in dormitories of education institutions”: the priority of the distribution of places in the dormitory for people with disabilities from the number of disabled people, people with disabilities from childhood, people with disabilities of groups I and II, children disabled people, orphans and children left without parental care, if both or one parent has a disability.
