The general definition of disability is applied in higher education policy documents and legal acts: person with disabilities – a person with substantial physical, mental, intellectual or sensory impairments which, when combined with various barriers, may hinder his/her full and effective participation in society on an equal basis with others (Law Of Georgia On The Rights Of Persons With Disabilities)

In addition, there are specific provisions of the law of Georgia on Higher Education in this regard:

- higher education institution shall provide appropriate learning conditions for students with disabilities
- higher education institution shall allocate benefits for students with disabilities in order to provide them with the necessary conditions for the acquisition of appropriate education as provided for by the legislation of Georgia and the statute of the higher education institution.

National definition of underrepresented groups in Higher Education

Strategies and policy measures to widen participation in Higher Education

External quality assessment standards and criteria (standard 5.1) in Georgia require higher education institutions to have mechanisms in place that safeguard students’ rights. This implies that regulations of students' mobility should be transparent, fair, and in line with current legislation. Educational institutions should be ensuring effective and timely implementation of mobility in order to protect student rights and lawful interests. Further information regarding these should be public and accessible to students and other stakeholders. According to 6.3 authorization standard institutions are expected to regularly update information in all inforმation channels so that the interest to receive information in a timely manner is protected.

In Erasmus+ ICM (International Credit Mobility) projects it’s up to partner universities to define internal selection rules for students. However National Erasmus+ Office Georgia strongly encourages universities, especially those with high number of partnerships/available mobilities, to set special quotas for national minority students. At least three big Georgian universities (Tbilisi State, Ilia State and Georgian Technical) have implemented this approach.
