Erasmus+ Inclusion Support
This support measures are put in place with the support of the Erasmus+ programme. For additional information, check the National Policies section.
Definition of students with fewer opportunities
The Programme seeks to promote equal opportunities, access to the programme for the people with fewer opportunities. It’s a general priority for the whole programme and all the sectors.
The new Erasmus+ programme has been designed with a view to be more inclusive and to reach out people with less opportunities. For instance,
- new actions have been implemented, more flexible, shorter mobilities, blended formats mixing physical mobility & virtual component etc.
- More resources are also available. The budget has increased of 80% for the whole programme period 2021-2027.
The general inclusion dimension of Erasmus+, in the programme guide, defines eight groups for ‘people with fewer opportunities: people with disabilities, health problems, Barriers linked to learning difficulties (Individuals struggling to perform in education and training systems for various reasons, early school-leavers, NEETs-people not in education, employment or training- etc. , Cultural differences (for instance, migrant or refugee background – especially newly-arrived migrants -, people belonging to a national or ethnic minority, sign language users…), social barriers, economic barriers, discrimination((linked to gender, age, ethnicity, religion, beliefs, sexual orientation), Geographical barriers (living in remote or rural areas, on small islands or in peripheral/outermost regions, in urban suburbs, in less serviced areas (limited public transport, poor facilities).
National Agencies have drawn up inclusion and diversity strategies to best address the needs of participants with fewer opportunities and to support the organisations working with these target groups in their national context.
The French National Agency Erasmus+ Education Formation has indicated a specific target public for those with the least opportunities depending on more restricted criteria, to effectively focus the available top-up within Erasmus+. Several criteria had been defined in cooperation with the National Authorities. They cover the obstacles defined by the European Commission as described above with the exception of those based on ethnic or religious criteria. (Not autorized by French law). These criteria are objective, readable, easy to justify for the Higher Education Institution.
2 levels of criteria :
- compulsory for the Higher education institutions (HEI) to apply in any case
- optional : The HEI applies if it's part of its inclusion policy.

Target groups
In the French national context, the following criteria had been set for the top-up inclusion:
Compulsory:
- Participants with long-term or chronic illnesses (the financial top-up is granted automatically)
- Students with disability (the inclusion top-up is granted automatically)
- Students receiving a scholarship based on social criteria levels 6 & 7 (the inclusion top-up is granted automatically)
If part of the inclusion policy of the higher education institution, the following criteria applies:
- Inhabitants of rural areas of France rurality revitalization: “France Ruralité Revitalisation” (FRR) (if the higher education establishment’s inclusion policy provides for this as part of its inclusion policy). - Individual cases that may fall within the scope of inclusion that are attested and justified by social assistance or equivalent (if the higher education establishment’s inclusion policy provides for this as part of its inclusion policy)
In addition to the standard Erasmus+ grant, the financial top-up inclusion(lump-sum) is :
- 250 euros/month by student for long-term mobility
- 150 euros for a mobility duration of 15 to 30 days
- 100 euros for a mobility duration of 5 to 14 days
In priority, for the participants with a disability, long-term illness or chronic disease, if the top-up inclusion is not sufficient, the higher education institution can ask to the French National Agency Erasmus+ France / Education Formation to cover the real cost of the mobility.
The top up inclusion is added to the standard Erasmus+ grant. The standard Erasmus+ grant is depending on the outgoing mobility :
Countries group 1 : 292 to 606 euros/ months
Countries group 2 : 225 to 550 euros/months
Countries group 3 : 225 to 550 euros/months
This is an indicative amount depending on budget availability and on the policy of higher education institutions. Indeed, some institutions may use the amount for funding more students as an example. Nevertheless the minimum applies.
On top of this amount if it's a mobility for an internship, an extra 150 euros applies.
On top of this amount the inclusion top up applies to profiles described above :
- 250 euros/month by student for long-term mobility
- 150 euros for a mobility duration of 15 to 30 days
- 100 euros for a mobility duration of 5 to 14 days

Special Needs support: Who is eligible to request real cost support
Special Needs support: who is eligible to request real cost support
When necessary, for participants with disabilities or long-term illnesses, as a priority, a financial amount, based on real cost, can be granted in addition to the Inclusion lump-sum. This support maybe awarded on request at the National Agency Erasmus+ France / Education Formation at any time during. Real costs must be supported by invoices attached to the final report at the end of the project.

A grant based on social criteria can be awarded. A grant for international mobility support is also possible in addition to the Erasmus+ grant.
