Definition of students with fewer opportunities
The Universities Act 2002 refers to “students with disabilities in the meaning of § 3 of the Federal Act on the Equalization of Persons with Disabilities” (§ 3. ”Disability, as defined by this act, is the effect of a non-temporary physical, mental or psychological impairment or a sensory impairment which makes participation in the life of society difficult. Non-temporary means a period which is expected to be more than six months.”).

Top-ups groups 2025:
Students with disability
Students with chronic disease, if extra costs occur during the mobility in comparison to the costs usually occur relating to the disease in the sending country
Students with duty of care to their children, who take their children on Erasmus+ mobility
-Optional for higher eduaction institutions: outgoing students and recent graduates whose parents do not have a university entrance qualification,
-Optional for higher eduaction institutions: incoming students and recent graduates from least developed countries

National definition of underrepresented groups in Higher Education
People with fewer opportunities: People who face various barriers relevant to participation.
These barriers function as the practical definition of underrepresented groups in Austria's Erasmus+ context. These barriers can for example include (1) disability-related, (2) health-related, (3) educational, (4) cultural, (5) social, (6) economic, (7) geographical, and (8) discrimination-related obstacles, but these are only examples; Inclusion Support covers any additional costs a participant incurs because of any barriers compared to a participant who does not face them.
