There is no explicit definition of a student in HE with a disability.
The rights of people with a mental and/or physical disability and of children and young persons with special educational needs are dealt within the constitution and through the Law on the Equal Treatment of People with a Disability, among other provisions. The aim of the law is to ensure equal rights to participation in social life and to enable people to choose for themselves how they should lead their lives. The law forbids any form of discrimination based on physical, mental or psychological impairment.
The law on the equal treatment of persons with disabilities defines disability (Behinderung) as
“the effect of a not merely temporary physical, mental or psychological functional impairment or impairment of sensory functions which is likely to make participation in life in society more difficult. A period of more than six months is considered to be not merely temporary.”
The Law and the Ordinance on Higher education obliges higher education institutions to hold a internal commission on equality and provide for relevant services.

As regards access to financial support for pupils with disabilites this involves higher lump sum contributions and financial support fr education issued by the Disability insurance.
Support is available as part of the regular grant/loan system (needs-based system)
There are no specific regulations dealing with mobility of students with disabilities.
All grants/loans are fully portable. There is no need for any special procedure, taken into account that more than 90% of all students in Liechtenstein study abroad.
